RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORTS 50-280/80-08 AND 50-281/80-09 Attachment Page 1 NRC COMMENT A.
"As required by Section 3.21.G of the Technical Specifications, all penetration fire barriers protecting safety-related areas* shall be functional at all times.
With a penetration fire barrier rron-functional, a continuous fire watch shall be established on at least one side of the affected penetration within one hour.
Contrary to the above, on April 17, 1980, the fire door in the penetration between the Unit 2 Emergency Switchgear Room and the Unit 2 Service building cable vault was blocked in the open posi-tion by an electrical cable.
This door was non-functional and a continuous fire watch had not been estabiished on at least one side of the penetration.
This is an infraction and is applicable to Unit 2 (License No.
DPR-37).
A similar item was brought to your attention in our letter dated November 27, 1979."
RESPONSE
The facts as stated are correct.
- 1.
Corrective steps taken and results achieved:
The cable used to block the fire door open was removed and the door returned to an operable condition on April 17.
- 2.
Steps taken to avoid further non-compliance:
All fire doors protecting safety-related areas will be marked with the precautionary warning - "Fire Door - Must Be Closed".
- 3.
All station personnel have been instructed on the special requirements for fire doors through a station *safety builetin.
Also, instructions on special requirements has been incorpo-rated into gerieral employee training and retraining.
To further assure that these requirements are fulfilled, random inspections are being performed by fire protection and security personnel.
Date when full compliance will be achieved:
Installation of the precautionary warning on fire doors will _be completed by June 15, 1980.
Compliance on the other actions has already been achieved.
