RESPONSE TO VIOLATION LISTED IN IE INSPECTION REPORT NOS *.

50-280/80-4 & 50-281/80-6 Attachment NRC COMMENT:

As required by 10 CFR 50, Appendix E, Item IV.Hand Section 7.1.1 of the Surry Nuclear Power Station Emergency Plan, periodic training shall be.

provided to all facility personnel.

Moreover, Technical Specification 6.4.D requires in part that emergency procedures shall be maintained and followed.

Emergency Plan Implementation Procedure 21 requires. in part, annual retraining for all facility personnel.

Contrary to the above, four of the five designated Emergency Directors had not received retraining since August 8, 1978.

This is an infraction.

RESPONSE

The violation is correct as stated.

Corrective steps which have been taken.

As a result of the infraction involving the failure to retrain four of the five designated Emer.gency Directors on the Emergency Plan and Implementing Procedures, the.Training Department has *conducted a training session in which all of the designated Emergency Directors were retrained as per Section 7. 1. l of the Emergency Plan.

Corrective steps taken to avoid further non-compliance.

As a result of the number of changes administen!d to the Emergency Plan and Implementing Procedures and consequently reviewed by the Station Nuclear Safety and Operating Committee (SNSOC), the station management-presumed that th~ Emergency Directors had been adequately retrained as required in Section 7. 1. 1 of the Emergency Plan.

In the future, formal* training will be administered to these individuals by the Training Department.*
