Vepco Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation Attn:
Mr. Steven A. Varga, Chief Operating Reactors Branch No. 1 Division of Licensing U. S. Nuclear Regulatory Commission Washington, DC 20555
Dear Mr. Denton:
VIRGINIA ELECTRIC AND POWER COMPANY May 9, 1980 Serial No.:. 398 FR/RWC:
mvc Docket No.:
50-280 License No.:
- POWER:CQASTDOWN-OPERATION FOR SURRY UNIT 1 ~ CYCLE 5 At the current time, we plan to extend the length of Cycle 5 by up to approximately 59 effective full power days (EFPD) through a power coastdown mode of operation.
A 30 EFPD cycle extension in a coastdown mode of operation was explicitly evaluated and discussed in the Reload Safety Evaluation for Unit 1, Cycle 5 ( reference the C. M. Sta 11 ings (Vepco) to E. G. Case (NRC) 1 etter, dated March 15, 1978, Serial No. 108).
A safety evaluation to extend the coastdown an additional 29 EFPD has been conducted.
The results of this evaluation indicated that there will be no adverse impact on reactor systems or reactor operations.
Further, each of the appropriate core physics parameters important to the transients identified in Chapter 14 of the FSAR were reevaluated and the conclusion that all of these transients continue to meet the original FSAR safety criteria has been reaffirmed.
Consequently, continued operation of Cycle 5 in a power coastdown mode for an additional 29 EFPD will not require any changes to the Technical Specifica-tions or involve an unreviewed safety question.
It should. be noted that Vepco has obtained considerable experience with this mode of operation at the Surry Nuclear Power Station, and this mode of operation is routinely incorporated into reload license amendments.
The safety evaluation has been reviewed by both the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.
It has* been determined that no unreviewed safety questions, as defined in 10 CFR 50.59,.. will be created by the power coastdown mode of operation.
This letter is provided for your information.
However, should you have any questions, please contact us at your earliest convenience.* According to our current schedules, we pl an to implement the power coastdown mode of operation for Surry Unit No. 1 durfog Aug.ust 1980.
