DESCRIPTION OF EVENT:
e During the performance of l-PT-39-B-l, Inaccessible Snubbers Visual Inspection, snubber l-WAPD-HSS-148 was discovered with low fluid level in the reservoir.
Engineering evaluation determined that the reservoir did not contain sufficient fluid for the snubber to perform its intended function.
The snubber was declared inoperable. This event is reportable in accordance with Tech. Spec. 6.6.2.b.2.

PROBABLE CONSEQUENCES:
Since the snubber could not perform its intended function, the associated piping could have been affected during a seismic disturbance.
- However, since one snubber is only a small percentage of the total seismic protect-ion on the system and since no seismic disturbances*were encountered while the Unit was at power, the health and safety of the public were not affected.
- 3.
CAUSE OF EVENT:
The fluid had leaked out through a reservoir to valve block tube fitting.
- 4.
lMMEDIATE CORRECTIVE ACTION:
The snubber was declared inoperable.

- SCHEDULED CORRECTIVE ACTION:
The snubber will be repaired prior to returning the Unit to power.
- 6.
ACTION TAKEN TO PREVENT RECURRENCE:
No additional actions are required since the visual inspection PT's are designed to discover problems if they exist and insure all snubbers are operable based on an inspection interval in accordance with TS 4.20.
- 7.
GENERIC IMPLICATIONS:
The event possesses generic indications in that hydraulic leaks are inherent problems and cannot be completely prevented.
