DPR-32 DPR-37 We have reviewed your letter of March 14, 1980, in reference to the inspection conducted at Surry Power Station on December 17, 1979 to February 4, 1980, and reported in IE Inspection Report Nos. 50-280/80-1 and 50-281/80-3.
Our responses to the specific infractions are attached.
We have determined that no proprietary information is contained in the reports.
Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

RESPONSE TO INSPECTION REPORT 50-280/80-1 50-281/80-3
- .As required by Criterion III of Appendix B to 10 CFR 50 and Section 3 of the VEPCO QA Manual for Design Control, measures and procedures were established for controlling the suitability of application of materials, parts, equipment, and processes that are essential to the
- safety-related functions of systems and components, and for assuring that design changes, including field changes, are subject to review and control measures.commensurate with these applied to the original designs.
Contrary to the above, when the Unit 1 pressurizer power-operated relief valves* (PORV's) PCV-145Sc and 1456 were rebuilt on December
- 28, 1979, through January 4, 1980, flexitallic gaskets with design ratings below the specified replacement gasket ratings were apparently installed in the safety-related PORV's when the specified stock was depleted.
The suitability of the gaskets in this application was not reviewed as required by the appropriate plant management or engineering personnel.

RESPONSE
'1'he infraction is correct as stated.
- 1~) Corrective steps which have been taken and results achieved:.
C(?nsultation with the gasket manufacturer revealed that*
- utilization of the lower pressure rated gaskets would not.compromise gasket integrity if used for a short term installation.
They did recommend installation of the proper gaskets at.the next outage.
2.) Corrective steps to avoid further deficiencies:
.The proper type gaskets have* arrived on site and are now in stock.
Personnel have been instructed to utilize only manufacturer recommended replacement parts when repairing or rebuilding safety-related equipment.
Also, they have been advised to consult with Engineering Services and gain their fo.r:,nal approval prior*to.substi-tuting any safety-related components
- 3.) - Date when full compliance will be achieved:
The Unit was shutdown on 2/19/80.
- Prior to Unit startup, the proper gaskets will be installed.

NRC Concern:
As required by Technical Specification 6.4.A.7, detailed written procedures with appropriate check-off lists and instructions shall be provided for preventive or corrective maintenance operations which would have.an effect on the safety of the reactor.
Contrary to the above, the plant maintenance operating procedures (MOP 5.6 series) for filling the reactor coolant loops with water did not contain an appropriate check-off step or instruction to close drain
. valve l-RC-107 following replacement of RC pump "A" motor, and conse-quently was found open
- This is an infraction.
RESPONSE
The infraction is correct as stated.
1.) Corrective steps which have been taken and results achieved:
~en the deficiency was discovered by operations on 1/11/80, the valve was immediately closed.
2.) Corrective steps taken to avoid further deficiencies:
The appropriate procedures have been modified to include verifying
- that the valve in question is closed prior.to a Unit startup.
The pro-cedures changed were the MOP-5.6, series OP-lB and OP-1.
3.) The date when full compliance will be achieved:.
