Dear Mr. O'Reilly:

IE BULLETIN 79-0lB (45 DAY REPORT)

. SURRY POWER STATION UNITS 1 AND 2

',,.NORTH ANNA POWER STATION UNIT 1 This is in response *to 'rE Bulletin 79-0lB:

"Environmental Qualification of Class lE Equipment".. req~i.ring a 45 day report on action items 1, 2 and 3 *

. ~.

We have not completed/our review of the subject bulletin, but the following interim response to IE 'Bulletin 79-0lB provides the status of our review to date.

NRC Request "l. Provide a "master li~t" of all Engineered Safety Feature Systems (Plant Protection Systems) required to function under postulated accident conditions.

Accident conditions are defined as the LOCA/HELB inside containment, and HELB outside containment.

For each system within (including cables, EP.A' s terminal blocks, etc.) the master list identify each Class. lE electrical equip-ment item that is required to function under accident conditions.

Pages 1 and 2 of Enclosure 2 are 'standard formats to be used for the "master 'list" with typical information included.

Electrical equipment items, which are components of systems listed in Appendix A of Enclosure 4, which are assumed to operate in the FSAR safety analysis and are relied on to miti-gate design basis events are considered within the scope of this Bulletin, regardless whether or not they were classified as part of the engineered safety features-when the plant was originally licensed to operate.

The necessity for further up-grading of nonsafety-related plant systems will be dependent on the outcome of the licensees and the NRC ~eviews subsequent to TM.I/2."

Response

Prel:lminary "master lists" of inside containnient engineered safe-ty systems and related Class lE equipment ha.v~ been 4eveloped for Surry Units 1 and 2.

Master lists for outside containment equipment are being developed.,or North Anna 1, "master lists" are being developed for inside and outside containment equi~me~t.

  • Field*verification of the listed items will be completed ~or in-side an.cl out::side containment systems.

The verification effort for :inside* co,ntai'.um.eut will take il!lt:o consideration items pre-viously scheduled for replacement per our commi:tments in previous tr.wu.smittals.

The list will then note the items which have already been replaced.

In an effort to provide the comprehensive review and eva~u~tion of the "master list" that has been requested, we expect to com-plete the review and evaluation of item l by April 15, 1980.

For ea~h -Class lE electrical equipment item identified in item 1, prov.lde _written evidence of its environmental qualification to support' the capability of the item to function under postu-lated *accident conditions.

For those Class lE electrical equip-ment it~ms not having adequate qualification data available, identify *your plans for determining qualifications of these items and your schedule for completing this action.

Provide this in.the format of Enclosure 3."

Compilation of equipment environmental test reports for Surry Units 1 1 and 2 is in progress.

As.noted in the response to action item 1, additional equipment identification for outside contain-ment ~ystems is required to complete this effort.

'Where test reports are not available, the equipment will be added to the list of outstanding items.

The compilation of North Anna* 'Unit.1 equipment environmental test-reports is in progress at this t:lme.

Reports for qualified equipment that replace outstanding items noted in the IE Bulle-tin 79-01 response will be added to this compilation, as received.

It is our intent to complete the review and evaluation of item 1 prior to addressing the concerns set forth in item 2.

We intend t*o prov:ide perriodic up-dates of the status of this ongoing review effort and plan.to complete the review and evaluation of item 2 by September S, 1980.

e VIHOINIA ELECTRIC AND POWER COMPANY TO Mr. James P. O'Reilly, Director NRC Request "3.

For equipment identified in items 1 and 2 pr~'ide service con-dition profiles (i.e., temperature, pressure, *etc., as.a func-tion of time).

These data should be provided for design basis a.cciclent conditions and qualification tests performed.

This darta may be.. provided in profile or tabular form."
