PROPOSED .TECHN;I:CAL SP:SC;EFICATION CHANGE NO *. 84.

Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed changes are enclosed and have been designated as Change No. 84.

As a result of the management reorganization of April 1, 1980, changes to Section*6.0 ADMINISTRATIVE CONTROLS are required to reflect the organization of a Nuclear Operations and Maintenance Department and a Nuclear Technical Services Department. The changes are outlined in the accompanying attachment.

Technical Specification Figure 6.1-1 has been revised to show the new structure of the Power Operations Department and the revised relationship of the System Nuclear Safety and Operating Connnittee. Technical Specification Figure.6.1-2 has been revised to show the new structure of the offsite organization for factlity management and technical support. Technical Specification Figure.6.1-3 has been ~evised to show the new structure of the Surry Power Station organization.

As a result of the reorganization, a number of position titles.

and functions have been changed.* Throughout Section .6.o; references to the Director, Nuclear Operations have been changed to Manager-Nuclear Operations and MaintenanGe. The previous positions of Vice President-Power Supply and Production Operations and Senior Vice President-Power have been deleted from the Technical Specifications. The revised positions of Vice President-Nuclear Operations and Senior Vice President-Power Generation have not yet been appointed; therefore, the two positions are neither referenced in the Technical Specifications nor shown in the organization charts. The Technical Specifi-cations will be revised to reflect these two positions when the vacancies have been filled. .In the interim, all previous references to Vice President and Senior Vice President positions have beeu-revised to reference the position of Executive Vice President. /Joo/

Specifi-cation 6~1.C~2.j also outlines the revised reporting-function of the System Committee. Specification:6~l~C.2.k, pertaining to activity records of the System Committee, has been changed.to reflect the current vacant Vice President and.Senior Vice President.positions discussed above.

The proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22 and have determined_ that this request involves a single safety issue for Unit 1 and *duplicate issue for Unit 2; therefore; a Glass III license amendment fee and a Class I license amendment fee are required.

Accordingly, a voucher check for $4,400.00 is enclosed for payment of the fees.
