DPR-32 DPR-37 We have reviewed your letter of January 22, 1980, in reference to the inspection conducted at Surry Power Station on November 1 - December 14, 1979, and 'reported in IE Inspection Report Nos. 5~280/79-67 and 5~281/79-89.

Our response to the specific infraction is attached.

We have determined that no proprietary information is contained in the reports.

Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

e RESPONSE TO INSPECTION REPORT NOS.

50-280/79-67 AND 50-281/79-89 A.

NRG COMMENTS:

As required by Technical Specification 6.4.A.7 and 6.4.D, the detailed written procedures provided for preventative or corrective maintenance operations which would have. an. ef.feict on the _safety of the reactor must be followed.

Contrary to the above, on November 20, 1979, the inspector observed that the heat-traced Unit 1 emergency borate line (2" CH-42-152) was not properly insulated, indicating that corrective maintenance procedures EMP-C-HT-20 or MMP-C-G-017, which require reinstallation of the insulation removed, were not followed.

The missing insulation may have led tp or aggravated the plugged condition of the borate line.

This is an infraction.

RESPONSE

The infraction is correct as stated.

Corrective steps which have been taken and results achieved:

All appropriate personnel involved in maintenance related activities have been instructed on the importance of compliance with appropriate mechanical and electrical maintenance procedures regarding reinsula-ting piping and components immediately following the completion of that maintenance.

Coordinators have been assigned* to coordinate the rumoval and reinstallation of insulation during maintenance activi-ties.
