Serial No. 969/111679 LQA/EAB:pwc Docket Nos. 50-338 50:-339 50-404 50-405 50-280 50-281 We fully endorse and support the comments set out in your Novem-ber 16, 1979 letter which stressed the importance of high quality management performance for utilities with power reactor operating licenses.

Indeed, it is essential to emphasize throughout all levels of management that nuclear safety is paramount and we at Virginia Electric and Power are continually striving to improve our performance.

You mentioned that more stringent enforcement action, to the limit of your authority, will now be utilized as a pre~eritative safety force.

We certainly hope such actions will not be needed.

I firmly believe that greater strides toward improved safety are possible when govern-ment and industry work together with specific goals in mind.

I was quite impressed with information furnished me about a year ago by Mr. J.P. O'Reilly of your Region II Office concerning the evaluation of regulatory performance of operating nuclear power plants.

That program, as I recall, was designed to distinguish between levels of licensee regulatory performance aimed at assuring adequacy of plant safety.

It seerris Mr. O'Reilly's mention of attempts to obtain uniformity in regulatory actior:i.s.. has merit and should.be pursued.

Having heard nothing recently about this concept, you may, in your position in Inspection and Enforcement, now want to redonsidei it.

The entire nuclear program management team at Virginia Electric and Power is dedicated to assuring safe reactor performance.

We intend to continue that philosophy.
