50-281 In your December 4, 1979 letter you addressed a performance appraisal function that is to be carried out by l&E covering both.management and program appraisal in-spections.
We have circulated this letter to appropriate personnel within our organization for information and comment.,
The program appraisal function~ designed to evaluate l&E regional and resident inspection programs, is indeed an excellent idea.,
The criteria for these inspections should be clearly specified however so that regional inspections are more uniform and consistenta The consequence of things identified in one region should be no differen~ from those in another regione With regard to the management appraisal program, it is essential that this be done in an 6bjective fashi6n so that the resulis will be more meaningful and beneficial for improved operations~
The Performance Appraisal Board should eitablish a threshold of acceptance standards for satisfactory performance.
Equally important is the need to define the inspection criteria so that minor discrepanies, when they are identified, will not necessarily be considered indications of inadequate managemeht performance.
It has been customary practice to report only adverse findings; we feel when satis-factory performance is observed, that too should be included in the inspection report.
As you indicate, the appraisal function is one of the most important parts of the overall inspection process.
If applied in an objective and uniform manner, these programs will be much more meaningful and indeed more helpful in providing a safe and sound nuclear power program. ~a Stanle~ U Aool s
