Serial No. 1158 PSE&C/CMRjr:mac:wang Docket No. 50-280 License No. DPR-32 SHOW CAUSE 60 DAY ANALYSIS COMPLETION SURRY POWER STATION UNIT 1 The purpose of this letter is to fulfill the obligations as ordered by the Nuclear Regulatory Commission Order of August 22, 1979 for reanalysis of pipe supports outside the containment structure for Surry Power Station Unit 1.

The August 22nd Order allowed 60 days, from the date of resumption of power operations, to complete the reanalysis and to provide a schedule for completion of identified modifications.

The 60 day period ends on December 23, 1979 and our reanalysis has been completed to the extent that potential modifications have been identified and preliminary design drawings for all modifications have been issued to the field in compliance with the Order.

A total of 74 modifications have been identified, some of which are not required for immediate installation as the calculated stress levels are adequate for the factor of safety of two (2) criteria established for short term operability. While our evaluation of the need for these modifications continues, we will not defer installation of any modification, whether or not required for short term operability, in order to continue to assure the highest possible confidence level in the Surry piping systems.

All modifications identified as a result of the August 22nd Order will be completed by February 1, 1980.

Any nonconformances are being reported as required by the Technical Specifications and the August 22 Order.

e Follow up on pipe support analyses associated with the Show Cause Order are as described in our letter Serial No. 1005 sent December 14, 1979.

A report on the supports outside the containment addressed by the August 22nd Order will be submitted on or about January 15, 1980 and will be similar in format and content as our reports of June 5th and August 1, 1979.
