Dear Mr. Denton:

SHOW CAUSE ORDER REANALYSIS SURRY POWER STATION UNIT 1 Serial No. 1005 PSE&C/CMRjr:mac:wang Docket No. 50-280 License No. DPR-32 The Nuclear Regulatory Commission Order of August 22, 1979 lifted the suspension of facility operation for Surry Power Station Unit 1 required by the Order to Show Cause of March 13, 1979.

The August 22 Order required that the licensee"..* shall complete reanalysis of the remaining pipe supports outside containment and shall propose a schedule for implementation of all identified modifications, both within sixty (60) days of the date of plant start up **. ".

The date of plant start up was October 25, 1979 and the last day of the sixty (60) day period is December 23, 1979.

The unit has operated at essentially a 100% power level since start up.

Analyses have continued while supports for analysis have been installed in accordance with our letter of November 28, 1979 (Vepco Serial No. 972).

To date, no analysis has required the unit to shut down, but while we believe this will continue there is still a possibility that operation may be affected prior to the December 23 date.

We are pleased that the continued analysis has had so little affect on plant operation during this period of diminished availability of foreign oil for power generation.

The conduct and scope of the analysis indicates compliance with the August 22 Order by the December 23 sixty (60) day date.

Pipe support analyses will be completed to the extent that modifications will be identified and preliminary design drawings will have been issued to the field.

Also, a schedule will have been completed showing the end date for installation of supports.

A letter will be sent to you on or about December 21, 1979 providing the schedule for installation of remaining modifications as required by the August 22, 1979 Order.

Follow up on pipe support analyses will continue after December 23 in order to finalize calculations, verify as-built conditions, confirm adequacy of new and modified supports and to assure that all design packages have completed the appropriate engineering assurance provisions.

Vepco will submit a report, similar in format to our previous reports of June 5 and August 1,

The report will be submitted on or about January 15, 1980.

Completion of final analyses may necessitate adjustment of installed modifications to a minor extent.

Final analyses may also affect operability criteria as established in the plant Technical Specifications.

We will continue to follow the criteria contained in the August 22 Order as confirmed in our November 28 letter {Vepco Serial No. 972) regarding notification of the NRC.

We believe these prov1s1ons are consistent with the August 22 Order.

If these comments are not commensurate with the intent of the Order, please contact us as soon as possible.
