The 120-day response required by your letter of July 2, 1979, concerning I.E. Bulletin No. 79-14 11Seismic Analyses for As-Built Safety-Related Piping

Systems, 11 its Revision 1 dated July 18, 1979, its Supplement 1 dated August 15, 1979 and its Supplement 2 dated September 7, 1979, is provided herein for Surry Power Station Units 1 and 2.

As requested in I.E. Bulletin No. 79-14, we are verifying that the design criteria and documents that were used as input to the seismic analysis adequately conform to the as-built configuration of the safety-related piping systems.

For Surry Power Station Unit 1, Vepco has begun the five month program discussed in our letter (Serial No. 817) to you dated October 4, 1979. This five month program, with which you concurred to in your letter (824/100579) to us dated October 5, 1979, included an extension of the Unit 1 as-built verification end-date. This extension request was noted in our letter (Serial No. 842) to you dated October 15, 1979.

The scheduled completion, as noted above, for as-built verification of piping lines and hangers and their associated analyses will be March, 1980. All hangers associated with the 110rder to Show Cause 11 of March 13, 1979 will be analyzed under the long term program.

These supports were located, identified as to type and their load carrying capability determined in the Show Cause reanalysis program.

The remaining 132 MKS's and the approximately 1,000 associated supports will be analyzed in the current five month program.

As discussed in our October 4, 1979 letter (Serial No. 817) to you, we have analyzed 7 MKS's which comprised 5 NUPIPE problems. This analysis revealed no

  • overstress in any line covered by I.E. Bulletin No. 79-14.

9ue to the nature of the NUPIPE program, it is necessary to model some small bore piping into the model as branch piping. This extra analysis revealed some overstressed piping which has since been corrected with field modifications. The support analysis of the 31 hangers and supports associated with the lines covered by the Bulletin revealed 30 hangers and supports that were not overstressed and only one nonconformance which has duly been reported by the station and corrected. It is Vepco's intention to analyze only those supports covere.d by the Bulletin. As of this date, approximately 95% of the remaining 132 MKS's and about 50% of the approximately 1,000 associated supports have been as-built ccp 9 791121?.Jl.rai~

Vepco will continue to follow the design tree, included in the attachment to our August 31, 1979 response (Serial No. 5528/070279) to you, which illustrates our inspection and evaluation program.

For Surry Power Station Unit 2, Vepco is presently completing the Show Cause effort, and stress analysis work has begun on the remaining pipe lines and supports covered by I.E. Bulletin No. 79-14.

As stated in our extension request letter (Serial No. 844) dated October 23, 1979, Vepco intends to complete this as-built verification effort before Surry Power Station Unit 2 start-up. Vepco has presently completed 100% of its piping system and support as-built verification effort under the "Order to Show Cause" and approximately 40% of the remaining piping system and support as-built verification effort covered by I.E. Bulletin No. 79-14. Although all analyses completed to-date~

have been involved with the Show Cause Order piping systems, Vepco intends to complete all necessary analyses on the remaining pipe lines and supports covered by I.E. Bulletin No. 79-14 by February, 1980.

Tables 1 and 2 provided in our August 31, 1979 letter (5528/070279) to you are currently being updated for Surry Power Station Units 1 and 2.

These revised tables will be provided to you upon completion of the as-built verification program for each unit.

We believe that this letter describes the present status and direction of our inspection and evaluation program for Surry Power Station Units 1 and 2.

The NRC, Region II office will be informed upon completion of the as-built verification program with its associated analysis for each power station unit.
