864/091779 PO&M/DLB:baw Docket Nos: 50-280 50-281 50-338 50-339 This is in response to your letter of September 17, 1979 regarding implemen-tion of the EPA Uranium Fuel Cycle Standard, 40CFR Part 190 for light-water reactors.

We hereby commit to the provisions of Specification 3.11.4 of the Radiological Effluent Technical Specifications (RETS) Revision 2, as explained in Chapter 3.8 of NUREG-0133.

As discussed in your letter, this commitment constitutes an acceptable method for demonstrating conformance to 40CFR Part 190 until revised RETS are issued.

The commitment will be implemented on Surry Power Station Unit Nos. 1 and 2 and North Anna Power Station Unit No. 1 by December l, 1979 and on North Anna Unit 2 at the time of issuance of the operating license.
