VIRGINIA ELECTRIC ANl> POWER COMPANY RICHMOND,VIBGINIA 23261 November 6, 1979 Mr. Harold R. Denton, Director Serial No. 567B Office of Nuclear Reactor Regulation FR/EJL: ceb Attn: Mr. Albert Schwencer, Chief Operating Reactors Branch No. 1 Docket No.: 50-281 Division of Operating Reactors U. S. Nuclear Regulatory Commission License No.: DPR-37 Washington, DC 20555

Dear~Mr._Denton:

SURRY NUCLEAR POWER STATION UNIT NO. 2 - SUPPLEMENTAL RELOAD INFORMATION FOR CYCLE 5 Based on conversations with your staff regarding my October 22, 1979 letter (Serial No. 567A) to you on this subject, the information which follows regarding our startup physics testing program is being pro-vided for their use.

Unless otherwise indicated, the startup physics testing program will be the same as the program that was performed for Surry Unit 1, Cycle 5 with the following exceptions; the power coefficient test and the isothermal temperature coefficient test with control banks D+C fully inserted will not be performed. The Surry Unit 2, Cycle 5 startup physics tests will be performed under the same conditions as the startup physics tests that were performed for Surry Unit 1, Cycle 5.* The test results will be evaluated utilizing design tolerances and acceptance criteria that will be developed in a manner consistent with those used for the Surry Unit 1, Cycle 5 program (reference the Surry Unit 1, Cycle 5 Startup Physics Test Report, VEP-FRD-30, which was provided to you in my letter dated October 13, 1978, Serial No. 581).

Should you have any further questions, please contact us.
