9 08 PO/RMT:baw Docket Nos: 50-280 50-281 License Nos: DPR-32 DPR-37 COOLING WATER DISCHARGE TEMPERATURE CHANGE RATE This letter report is furnished in accordance with the provisions of Surry Power Station Technical Specification 4.14.C.1.
During the period from 0240 to 0340 on October 25, 1979, the condenser cooling water outlet temperature exceeded a temperature change rate of 3°F/hr. which is the maximum permitted by Technical Specification 4.14.A.3.
Unit 1 was operating at 50% power and Unit 2 was in cold shutdown during the occurrence.
During the time Unit 1 was returning to service and increasing in power, the rate of change of the discharge coolant temperature increased to 4°F/hr.
Due to the time lag involved in circulating water flow from the condenser to the groin, Control Room indication of the change was not received until power had increased to 50% and held due to feed pump maintenance.
The 3°F/hr.
rate was exceeded because the Unit 2 waterboxes were not available for use in dissipating the excessive heat in the discharge canal.
During the period power was maintained at 50%, the temperature became stabilized.
A search was conducted to determine if the temperature change had affected the river environment.
No evidence of detrimental effects were found.
