1979 You letter dated Au(Just 2(\\ 1979 re.quested a response from r.1e about statements appeartng in newspaper articles that the North Carolina Uti1.ities Comr.1issior1 (NCUC) is requesting a refund from VEPCO and that the NCUC is-considering taking over VEPCO's distribution system in North Carol in_a.
You al so stated ihat you did not understand v1hy
\\/EPCO has not been permitted to 90 back on.1 i ne (presumably Surry Unit 1 iJdch.was shut down for seis1i1ic reevaluation of certain piping systems).
In regard to the refund and takeover of VEPCO's distribution systems in North Carolina, you should contact the North Ca~olina Utilities Commission~

- The Surry Unit 1 po\\l\\*er plant v;as shut down as a result of my ;,.~arch 13, 1979 Order which required VEPCO to reanalyze certain safety-related piping syste1;is 11hich had bs=!en analyzed using inappropriate computer codes.
This rc,analysis has been ci)r,ip1e;tcd and my.Order dated Auqust 27, 1979 1ifted the suspension of operations related to the seismic question, pendinq mo~ifications to some piping supports. These modifications have been comp1 C:ted".Hoi-:ever, there has been a concern by NRC, separate from the shutdovm Order, of the acceptability of anchor l1olts for pipino supports.
VEPCO, up until now, has n6t been able to document the adequacy of these belts.
I expect this problem to be resolved in.the nE:Xt hvo or three weeks.
