- On September 22, 1978,*we sul:mitted proposed Change No. 69 to the Technical Specifications for Surry Power Station Nos. 1 and 2.
The proposed amendment would affect Technical Specification 4.4 "Containment Tests." We wish to provide additional information on this proposed change.
Specifically, we would like to change paragraph 4.4.B.a to read:

The absolute method of leakage rate testing will be used as the method for perfonnirig the test. 'Ille make-up air method for verification of leakage test accuracy will be used. Testing to be done ir:i accordance with the guide-lines in ANSI N45.4-1972.
This change £ran the reference volume method is proposed so that the station may use the more reliable absolute method as the primary method for containment leak testing. The reference method depends completely on the integrity of the reference bulb system installed in the containment.
The Electric Power Research Institute {EPRI) has found that other utilities have ceased to use the reference method because of difficulties encountered in making the reference system leak tight and demonstrating conclusively that it is leak tight. This derronstration is essentially an absolute method test of the reference bulb system. It is possible that the activity of replacing steam generators at Surry may result in damage to the reference bulb system.
- Experience of other utilities has been that an inordinate number of man-hours and man-rem is expended in repairs.
The absolute method dispenses with any demonstration of integrity of the reference bulb system and provides a more accurate assessment of containment integrity. 10 CFR 50, ~.cP\\
