ISG-06 Section Content Comments C.2.2.1 Vendor Oversight Plan (VOP)

Draft LAR VOP description VOP description (which is based on the EPRI guidance for Vendor oversight EPRI 3002002989 section 3.4) to be included in the LAR.

The description addresses the ISG-06 R2 commitment to ensure the Vendor processes are followed consistent with the LAR and subpart 2.7 of NQA-1 (2015).

C.2.2.3 Appropriate Licensee Commitments in Consideration of Early License Amendment Issuance Sample commitments NRC to provide for tabletop.

C.2.3 Pre-Application Coordination meetings PPT Tailored Hope Creek PRNMS Phase 0 meeting PPT per ISG-06 R2 Section C.2.3 including adding material to address new items.

Note that Hope Creek gave permission to use their material.

D.2.2 New System Architecture Drawings and text Started with Diablo Canyon PPS LAR material and assembled drawings/text into a single file to address ISG-06 R2 Section D.2.2 New System Architecture description. Any missing information has been identified.

D.4 I&C System Development Processes PPT and Sample Case 2 PPT describing two cases:

Case 1: Application-specific SPM approved as part of TR LAR content Case 2: Application-specific SPM not approved as part of TR SER LAR. For Case 2, selected a Section D.4 activity (i.e., Software Config Management Program (SCMP)) and developed LAR content based on SCMP excerpt from NRC Final Safety Evaluation for SPINLINE 3 Topical Report, 9/8/2014.

D.5.1.2 Resolution of Topical Report Plant-Specific Action Items PPT and LAR Statements Developed PPT to discuss generic approach to address different PSAI cases under AR process.

Drafted discrete LAR language demonstrating how a licensee would address those PSAIs whose completion hinges on completion of activities which no longer fall within the scope of the LAR (and occur potentially after SER is issued).

D.8 Secure Development and Operational Environment Statement Based on Diablo Canyon PPS LAR, developed LAR statements.

These statements address the application-specific SPM/SDE approved in the TR/SE, with minor modifications post-SE.

Lessons learned from Oconee / Diablo Canyon

ISG-06 Section Content Comments For Oconee: Architecture decisions not documented well and needed to be reconstituted late in project.

Safety Function Summary Table - note that industry plans to include this table in LARs and ISG-06 guidance doc. The table illustrates how the plant and I&C system safety analysis design basis information can be summarized to support vendor design, V&V, oversight, and regulatory review activities. The table has three rows:

Case 1 represents function where no changes are made to the design basis as part of the plant I&C modernization modification.

Case 2 illustrates a similar case to Row 1 where the design basis is based on engineering judgement rather that explicitly linked to a FSAR AOO or PA analysis.

Case 3 presents a case where limited changes are made to the design basis as part of the plant I&C modernization modification. Example changes might be a change to an analytical limit or response time.

Case 4 presents a case where a new safety function is added to the design as part of the plant I&C modernization modification.

Human Factors Engineering Statements Example is very similar to Diablo Canyon with no significant changes to Main Control Room.
