6'e have reviewed your letter of December 1,

1976 and the enclosed model annual report.

We have determined that the model is not appropriate for our 1976 annual operating report.

Since the report, is almost completed for 1976, to reformat and research the additional information would delay its submittal beyond the date required by Technical Specifi-cations.

We agree in principal that the consistent arrangement. of annual operating reports would be desirable.

However, the proposed model exceeds the requirements of the plant Technical Specifications and Regulatory Guide 1.16, and requires repetition of information sub-mitted in special reports required by Technical Specifications.
