Dear Ms. Ma:

I have been a resident of New Mexico for more than forty years. Our state is called the Land of Enchantment due to its natural beauty and rich cultural history. Visitors from around the world are attracted to this special land.

At the same time, New Mexico is one of the most economically challenged states. We have little heavy manufacturing here, and much of New Mexicos revenue derive from extractive industries, such as oil, gas, and coal. This has created an unfortunate attitude that our state is a sacrifice zone that can be easily exploited

by moneyed interests from other parts of the country.

The latest example of this is Holtec Internationals proposal to use southeastern New Mexico as the nations nuclear waste dump. Their Environmental Report is seriously flawed. The fact that the report was copyrighted and redacted suggests that Holtec is not being forthcoming in its proposal. The report does not adequately address the transportation risks of moving such huge quantities of high-level radioactive material across the country. It omits a full analysis of how leaked canisters would be handled and the effects of exposures to individuals. Such omissions in such an important document should not be tolerated.

New Mexico has no nuclear power plants and should not be forced to accept the waste from those that benefit other states. This proposed reckless action would allow nuclear facility owners and operators to desecrate our lands with their highly lethal materials instead of forcing them to accept full responsibility for their disposal.

I ask that the Holtec International application be rejected. I further ask that the current law stipulating that only the U.S. Department of Energy can take title to commercial spent fuel be respected.
