CLINTON POWER STATIONNOTIFICATION OF NRC SUPPLEMENTAL INSPECTION (95001) AND REQUEST FOR INFORMATION

Dear Mr. Hanson:

By letter dated November 27, 2017, the U.S. Nuclear Regulatory Commission (NRC) communicated to you its intent to perform a supplemental inspection to review your evaluation of the root and contributing cause(s) and corrective actions for a finding of low-to-moderate (White) significance related to the design of the Division 1 emergency diesel generator ventilation fan circuitry (ML17331B161). This issue occurred in the second quarter of 2017 as discussed in NRC Inspection Report 05000461/2017009 (ML17226A321) for your Clinton Power Station.

On March 9, 2018, your staff notified the NRC of your readiness for the supplemental inspection to review the actions taken to address the performance issues. Therefore, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area, beginning on June 4, 2018. This inspection procedure is conducted to provide assurance that the root cause and contributing causes of the Division 1 emergency diesel generator ventilation fan circuitry design issue are understood, the extent of condition and the extent of cause are identified, and the corrective actions are sufficient to prevent recurrence.

In order to minimize the impact to your staff and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection. Most of the documents identified are those that the inspectors will need prior to arrival at the plant.

Other documents are requested to be made available to the inspectors upon arrival. It is important that all of these documents are up-to-date and complete in order to minimize the number of additional documents requested during the inspection. If possible, we would request that this information be provided electronically to the inspectors. Any material that is not available electronically should be mailed to the address identified in the enclosure.

We have discussed the schedule for the inspection with your staff and understand that our regulatory contact for this inspection will be Mr. Garrett Sanders of your organization. The causal evaluation report(s) and associated documents for the emergency diesel generator ventilation fan circuitry issue.

3.

A list of associated corrective actions including:

a. Identifying number, short description, and status;

b. Documentation supporting completion of any corrective actions;

c. Current schedule and resource commitments for open corrective actions;

d. Schedule and status of any ongoing, planned, or completed effectiveness reviews;

e. Documentation supporting completion of any effectiveness reviews; and

f.

A list of components affected by the extent of condition.

4.

Electrical drawings of the impacted diesel generator circuitry.

5.

Administrative procedures for determining appropriate post-maintenance testing and modification testing.

6.

Related operating experience that has been evaluated pre-and post-failure.

7.

Effectiveness reviews (if any) associated with your implemented corrective actions.
