Serial No. 354B/061478 PO/SWB:svm Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 NRC FIRE PROTECTION SAFETY EVALUATION REPORT SURRY POWER STATION We have reviewed the draft fire protection Safety Evaluation Report.for Surry Units 1 and 2.

As requested by the Commission, Attachment (1) confirms agree-ment to implement previously proposed fire protection modific.ations, additional modifications and technical evaluations documented in Section 3.1 and 3.2 of the Safety Evaluation Report.

All modifications will be implemented by the end of the next Unit 2 refueling following the present steam generator replacement outage.

This refueling is tentatively scheduled to begin March, 1981.

Attachment (2) lists target dates for completion of each modification.

These dates ar~ not commitment dates and represent only estimated completion dates.

These dates may be rearranged if it becomes feasible to shift emphasis to another fire protection modification.

In some cases, the target date represents the date which the work will be sub-stantially complete, but an outage is needed to complete the work.

The modifications proposed and re-evaluation of the adequacy of the fire pro-tection systems should resolve NRC concerns regarding fire protection capa-bility of Surry Power Station. L SWB/svm:3Fl Attachments Very truly yours,

Fire Protection Modification Agreements

VEPCO agrees to implement the modifications as given in Section 3.1 of the draft Safety Evaluation Report for Surry Power Station subject to the following changes as agreed to per a telephone conversation (NRC -

VEPCO, 7-30-79).

Paragraphs 3.1.3(6) and 5.1.6(6) -

Delete requirement to store self-contained breathing apparatus in storage boxes in control room.

The breathing apparatus will be mounted on the wall.

(2)

Paragraph 3.1. 7 (1) -

Several references are made to smoke and heat detectors alarming in the security building and the control room.

The detectors will alarm in. the security building only.

(3)

Paragraph 3.1.13(3) -

Change all references to "20 lb. carbon dioxide fire extinguisher" to read "15 lb. carbon dioxide fire extinguisher."

Paragraph 3.1.16(2) bottle.

Change "storage cylinders" to read "pilot (5)

Paragraph 3.1. 17 (1)

Change "variable gallonage fog nozzles with ball valve

  • shutoff" to read "ABC rated adjustable fog nozzles".

Paragraph 3.1.18 (14) -

Change rrwa11 cabinets" to read "wall mounted hydrant hose house".

Paragraph 3.1. 27 (1) -

Change paragraph to read "An automati~ sprinkler system will be added to each new filter unit added to the auxiliary building vent-ilation sys tern."

VEPCO agrees to implement the modifications and provide additional infor~

mation as required by Section 3.2 with the following exceptions as agreed per telephone (NRC -

VEPCO, 7-30-79).

Paragraph 3.2.3(1) -

Change paragraph to read "Ventilation ducts that supply air to the main control room from adjacent areas of the con-trol room complex should be provided with smoke dampers that can be manually operated."

Paragraph 3.2.5(1) - Delete requirements for one hour fire-rated door.

This door has been replaced with a bullet proof door locked closed with a card reader.

Paragraph 3.2.5(2) * -

Delete requirement for 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> fire door.

The present door is a 3 11 thick rolling steel door that is used for a radiation barrier and always kept closed except when moving equipment in or out.

Paragraph 3.2.9(1) - Delete "and the charging pump cooling water pump motors".
