Dear Mr. Edmunds:

This letter is in response to your letter of June 13, 1979 to the Chairman of the Nuclear Regulatory Commission.

In that letter you expressed concern regarding the adequacy of the supply of electric power to the customers of the Virginia and Electric Power Company (VEPCO) in light of the.current unavailability of both the.Surry Power Stat i off, 1Unit 1 and the North Anna Power Station; Unit 2 *. I share your concern in this regard.

With respect to the reanalys*is of the s~ismic stress levels at the Surry, Pm<Jer Station, Unit 1, VEPCO advised us* by letter dated June 27, 1979,, a copy of which is enclosed, that additional facility modifications are required to correct pipe overstress conditions whicb would occur during a postulated design basis earthquake. rhese _modifications vJere attributed to differences between the original design requirements and the field verified 11 as built 11 *co*nditfons.

VEPCO's earlier estimates that significant modifica-tions would not be required based upon the results of early analyses are no longer valid; VtPCO will be required to complete all piping reanalyses within the plant and all pipe support reanalyses within containment prior to startup.

Also, a11 modifications identified at that time will be*

made prior to returning the Surry unit to pov1er.

VEPCO has estimat.ed that these actions will be completed sometime in.August.

The NRG staff re.mains available for prompt review of the VEPCO submittals regarding thes~ re-analyses and modi fi cat i ans*.

The Surry unit wi 11 be permitted to return to pov1er following our satisfactory review of these submittals. * *

  • With regard to the North Anna Power Station, Un.it 2, the NRC staff is, as you know,,currently conducting a thorough investigation of the March 28, 1979 incident at the Three Mile Island Power Plant, Unit 2.

This investigation includes studies of the potential design deficiencies in the plant, operat9r respons~ to the accident including operator errors and/or misinterpretation of plant instrumentation and all other aspects of the accident ~hich might lead to inforniation that vmuld improve the safety of nuclear pm,,er plants.

The results of these inve!itigations will also be applied to plants that are_ H2-'

Unit 2.

Any new safety requirements arising from these investigations will be evaluated to determine vthether they are applicable to the North Anna Power Station. Uni~ 2 and will be applied to Unit 2 accordingly.

~Je recognize that these investigations will delay the*_ issuance* of an operating license for Unit 2 and that a hardship will be placed on VEPCO and its customers.. However; we are proceeding on the basis that primary consi.deration should be given to the public 1 s health and safety and that our investigation of the Three Mile Island incident should progress to the point where the implications regarding that incident c6uld be assessed to

  • determine the impact,_ if any_. on the North Anna Power Station, Unit 2.
