General Comment Putting the onus on one particular state to become a repository for the other states nuclear waste is a convenient method for each state to absolve itself of its responsibility to 'dispose of or contain its own waste.
Only when each state has to face the problems associated with nuclear waste will the individual states begin to divest themselves of nuclear power. What the proposal does is the same as the Nevada site at Yucca Mountain. Large populous states "pick on" or bully small states which don't have the same political clout and force someone else to carry their burden.
