373 50-280 Steam Generator Inspection and Preventive Plugging Program SURRY POWER STATION UNIT NO. 1 The results of a recently completed Surry Power Station Unit No. 1 steam generator inspection and preventive plugging program are presented in the attachment.

The total number of tubes plugged in Surry Unit No. 1 is now 2504 or approximately 24.6%.

Therefore, existing analyses regarding safe operation, under normal and accident conditions are applicable.

In our submittal of April 6, 1979, (Serial No. 159), we requested an amendment to Operating License PPR-32 for Surry Unit No. 1.

The proposed change was to extend operation for seven months of equivalent full power operation from the completion of this inspection.

Based on (1) confidence developed in the preventive plugging program; (2) total tube plugging remaining less than the allowable 28% and (3) the acceptable results of the inspection and plugging program, we have concluded that operation of Unit No. 1 for an additional seven months of equivalent full power operation would in no way endanger the health and safety of the general public.

Of the six months of equivalent full power operation permitted by Amendment No. 46, only 71 days of operation have been completed.

Accordingly, start-up from the current outage can be made under the provisions of Amendment No. 46.

Approval of our April 6, 1979, amendment request is required prior to the expiration of Amendment No. 46.

The proposed amendment will allow operation of Surry Unit No. 1 for seven equivalent full power months following which the unit will be shut down for replacement of steam generators.
