Dear Mr. O'Reilly:

We have reviewed your letter of March 20, 1979, in reference to the inspection conducted at Surry P9wer Station Unit No. 2 on February 13 to 16, 1979, and reported in I.E. Inspection Report No. 50-281/79-08. Our response to the specific infractions is attached.

We have determined that no proprietary information is contained in the report. Accordingly, the Virginia Electric and Power Company has no objection to this inspection report being made a matter of public disclosure.

RESPONSE TO ITEMS OF DEVIATION IN IE INSPECTION REPORT NO. 50-281/79-08 NRCComment:

(A) Section 4.5.2 of the document -entitled "Steam Generator Repair Program for Surry, Units 1 and 211 (3rd Revision) advised that a dry standpipe fire protection system was to be provided in each contain-ment prior to the steam generator replacement outage.

(B) Section 4 .5. 3 of the above document advised that the permanently installed fire protection and related emergency systems within the containments were to be augmented during the replacement activities by the following specific temporary measures: Additional hose and equipment at two hose stations; additional fire extinguishers; additional emergency lighting and provision of portable "bull horns" within the containment.

(C) Section 4.5.4 of the above document advised that additional fire

protection personnel were to be assigned to the replacement activi-ties in the containment. As a minimum, an assistant fire marshall, a fire team leader for each shift and at least a five man fire team were to be provided for each shift. The fire team was to be properly trained, organized, and, maintained during the construction activities.

Contrary to the above, on February 16, 1977, the standpipe fire protection system and the temporary fire protection measures had not been provided. In addition, the fire brigade was not fully organized, and on February 14 and 15 the required five fire protection personnel per shift were not available.

Response

The items are correct as stated.

1.) Description of corrective actions that have been, or will be, taken:

A) Installation of the fire protection header is in progress.

Bl) Additional hoses and relatecf equipment have been place*d in the hose stations opposite containment. Also, a gang box with additional hoses and related equipment has been placed on the work platform at the equipment entrance to containment.

B2) Additional extinguishers have been placed in containment by the equipment hatch. Back-up extinguishers have been placed by the clean-change entrance to the containment walkway.

BJ) Emergency lighting has been placed at the equipment hatch and in the steam generator cubicles.

T' B4) Bull horns are in place at the equipment hatch and personnel hatch.

C) A permanent construction site Fire Marshall has been appointed.

He will have a team of five trained fire brigade members per shift. The construction site fire brigade will supplement the station fire brigade and is scheduled to start training with the station fire brigade.

2.) Corrective actions which will be taken to avoid further de.viations:

No further corrective actions are necessary.

3.) The date corrective actions were or will be completed.

A) The installation of the fire protection header will be completed by June 1 1 1979.

B) The additional fire equipment and listing was in place as of March 26 1 1979.

C) The construction site fire brigade has been fully organized
