VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND,VIRGINIA 23261 May 2, 1979 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation Attn:

Mr. Ae Schwencer, Chief Operating Reactors Branch Noe Division of Operating Reactors Ue SQ Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Denton:

Serial No0 323 PO/SPS:esh Docket Nos.

50-280 50-281 License Nos. DPR-32 DPR-37 The Steam Generator Replacement Program (SGRP) for Surry Power Station Unit No. 2 commenced on February 3, 1979.

P~rsuant to the license conditions issued under Amendment No. 46 to the Operating License for Surry Power Station, a progress report is currently being prepared to describe the occupational expos-ure expended, the dose reduction techniques employed and their effectiveness, and the radioactive effluents and solid waste generated during the period February 3 through March 31, 1979 for the SGRP.

The license condition requiring this report states: "Progress reports shall be provided at 60 day intervals from the start of the repair and due 30 days after the close of the interval....

However, due to the types of data required to compile this report, it has become evident that much more meaningful and precise information can be provided if reporting periods are established t*o cover an inter-val of two (2) calendar months rather than exactly 60 days.

This adjustment wi 11 make the reporting period more amenable to the programs previously established for collecting and recording both personnel exposure and radioactive effluent data, and will reduce the uncertainties in evaluating raw data which is normally compiled on a calendar month basis.

As stated above, the initial progress report being prepared will cover the period February 3 through March 31, 1979, with a required submittal date of April 30, 1979.

Due to unforeseen problems in obtaining needed data from the major contrac-tor for the project, the final evaluation of occupational exposure data was delayed and thus, report submittal is now anticipated for May 7, 1979.

The report will address the problems encountered above in detail.
