Dear Mr. Pollatd:

Thi.s is in response to your-letter dated February 21, :1979 on behalf of the Chesapeake Energy All.iance concerning the Surry Power Station steam generator repair* program.

You stated that an accident at the nucl~ar power plant ~esulted in the

  • hospitalization of 26 people engaged in the unprecedentedly hazardous r*eplacement of the steam generator at the plant.

Your statement indicates

  • . that you have. been misinforrned of the facts surrounding the accident.

The event to which you referred took place during_the repair of the pl.ant condensers which was not dJrectly part of the steam generator repair program.

Tubes were being cut from the condensers for repl acernent 1t1hen 1,*orkers were exposed to fumes from*a standard tube.cutting process.

Condenser tube replacement is not unusual in any power plant and is not unique to nuclear powe*r pl ants~ _

You also stated that*work on the steam generators should. be suspended "until open publ'ic hearings are held and q tho.rough environmental impact

  • statement.assessing the possible hazards of the task can be prepared". -
