STATUS OF RECOMMENDATION: EVALUATION OF PROPOSED NRC MODIFICATIONS TO THE PROBABILISTIC RISK ASSESSMENT PROCESS (OIG-17-A-26)

REFERENCE:

ACTING DIRECTOR, OFFICE OF NUCLEAR REACTOR REGULATION, MEMORANDUM DATED MARCH 29, 2018 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendation as discussed in the agencys response dated March 29, 2018. Based on this response, recommendation 1 is resolved. Please provide a status update for this recommendation by June 29, 2018.

Evaluation Report EVALUATION OF PROPOSED NRC MODIFICATIONS TO THE PROBABILISTIC RISK ASSESSMENT PROCESS OIG-17-A-26 Status of Recommendation Recommendation 1: Formally document evaluation results that will establish the agency position on NRCs use of licensee PRA models, to include reliable, verifiable cost data.

Agency Response Dated March 29, 2018: The staff agrees with the recommendation.

The staff will formally document the evaluation process and results, which will clearly state the agency position on the NRCs use of licensee PRA models. The formal documentation will also include reliable, verifiable cost data that is developed as part of the evaluation.

Original target date for completion: March 30, 2018.

The staff needs additional time in order to provide a comprehensive response. The NRC has investigated the use of licensee PRA models in regulatory applications numerous times in the past. Instead of producing a report only covering the 2016 efforts, the PRA Operations and Human Factors Branch would like to produce a more comprehensive document with historical data and references that could be used in the future when the question of agency use of licensee PRA models inevitably surfaces again. This will require more effort now but will save resources in the future. The Division of Risk Assessments management supports the extension.

New target date for completion: May 31, 2018.

OIG Analysis: The proposed actions meet the intent of this recommendation. OIG concurs with the staffs approach for producing a more comprehensive PRA evaluation and approves their request for additional time to complete their work. This recommendation will be closed when OIG reviews documentation of the staffs PRA evaluation, and verifies its content as described in the staffs response.

Status: Resolved.
