VIRGINIA ELECTRIC.A.ND POWER COMPANY RICHMOND, VIRGINIA 23261 February 5, 197g Mr. Harold Ro Denton, Director Offic~ of Nuclear Reactor Regulation Attn:

Mro Albert Schwencei, Chief Operating Reactors Branch Noa Division of Operating Reactors Uo So Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Denton:

Serial No. 057 LQA/RMN:esh Docket Nos.

50-280 50-281 License Nos. DPR-32 DPR-37 AMENDMENT TO OPERATING LICENSE SURRY POWER STATION UNIT NOS. l AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE NOo 72 ADDITIONAL INFORMATION Mro Go Fo Lanik, a member of your staff, has asked by phone about the basis for ~he 33% pressurizer narrow range level in our proposed Technical Specification 3.1.Gol.b.4. This maximum level was chosen to give the operator adequate time to take action in the event of spurious charging pump operationo The volume difference between the 33% narrow range level and the upper instrument tap is 23.461.cubic meters.

At the maximum ~harging pump flow of 600 GPM (see. FSAR-Table 6.2.2.2.3), it would take 10.39 minutes to fill this volumea Ten minutes is considered adequate time for operator action.

The bubble volume with the water level at the upper instrument tap is 1.245 cubic met~rs not including the PORV and safety relief valve piping volume.
