SURRY POWER STATION UNIT ONE
- PROPOSED* AMENDMENT TO: OPERATING' liCENSE.
. Pursuant to 10 CFR 50. 90, the Vi rgi ni a Electric and Power Com-pany hereby requests an amendment to Opera.ting Li c:ense
- DPR-32. for the..
Surry Power Station Unit ijo. J.
The proposed change is to extend operation for an additional nine months from the completion of the upcoming steam generator inspec-tion with the same conditions and limitations as issued in the June 23,".
1978 Order for Modification of Licen~e.
The Unit No. l steam generator inspection program began on December 11, 1978 and will extend to approximately Jan*uary 2,' 1979...
Following this outage Unit Nao l will operate until approximately
. Novembe*r 1, 1979 at which.time the unit will be shutdown for*refueli_ng
. and replace~ent of stea'I'! generators
- Details of the inspection program are included in the* att~chment..
The inspection program is based on a d*etermination of those regions of the tube sheet where *s_i gni fi cant deformation of tubes JJ!ig_~t have *occurred.
This determination is based on experience gained in previous inspections and on the growth of the 17.5% strain bou*ndary as developed by finite element an*alysis.
The basic plugging criteria will be the same as used in the previous inspectiqn. 'Additionally,' since subsequent operation will be for a period of nine months, additional pl_uggi_ng will be done based on inspection results..
The Station and System Nuclear Safety and Operating Conmittees have concluded that operation of Unit 1 for an additional nine months of.
equivalent full power operation under current NRC conditions would not be*
inimical to the health and safety of the public.

.. VIROINIA ELECTRIC AND POWER COMPAl',"Y TO Mr. Harold R. Denton 2
This request has been evaluated in accordance with the criteria*
specified in 10 CFR 170a~2. The requested amendment is a clearly defined

Unplugged tubes in all steam generators rows, 2-5 columns 1-92 tested at 100 KHZ. using beaded flex probe.
- b.
Any tubes which give indications at 100 KHZ should be re-examined at 400 KHZ.
2.* Tube gauging should be conducted in the hot legs of all steam generators utilizing three different eddy current probe sizes (0.540", 0.610", and 0.650 diameters).
Extenl of. gauging is indicated in figure 1 Cs.olid line).
NOTE:
During gauging, 400 KHZ low gain is recommended.
- 3.
Tube gauging should be conducted in the cold legs of all steam generators utilizing probe sizes 0.610" and 0.540 11
- Extent of gaguing is as indicated on 'Figure 1 (dotted line).
