RESPONSE TO VIOLATIO~S LISTED IN IE INSPECTION REPORT NOS. 50-280/78-22 AND _50-281/78-22 A. NRC CO~*[MENT:

Technicnl Specification 6.4.D requires that detailed written procedures provided for normal unit startup, operation, and shutdown shall be fo]lowed.

Contrary to the above, Surry 2 facility procedures were not followed on A?ril 8, 1978, in that:

The initial reactor startup on Control Bank 'C' below the Technical Specifications 3.12.A minimum insertion limits, was r.ot logged nor was the reason for the event and corrective actions ta~en entered in the operator's or Shift Supervisor's log as

A c~:culation of the estimated critical position and documen-tatic~ of the actual critical condition was not completed on 0?-lC for one of the three reactor startups made on April 8, 1978 cs required by Operating Procedure 1.4.
