This misinterpretation was not noted until the Licensee Event Report on entering the Action Statement of Specification was being reviewed on 8/30/77.
This is the first event of its type.

Also a letter has been issued to supervisors discussing the lessons learned as a result of this event.
The letter emphasized the importance of clear communications regarding plant problems and solutions, stressed the necessity to thoroughly review and discuss problems noted in the Equipment Out of Service Log during watch relief, emphasized the need to ensure responsible supervision is made aware of the details of problems/potential problems regarding equipment and Technical Specifications.
The Training Staff will ensure this letter is reviewed by all operators.
