Dear Mr. Rowden:

People from all walks of life-are-beginni~o understand the complexi-ties of the energy crisis, and their voices are being heard.

It is now unquestionable that nuclear power is a major, acceptable alternative to our dwindling supplies of oil and natural gas.

On. November 2, some 12 million voters in six states overwhelmingly defeated initiativesby a 2 to 1 marginwhich mould have placed restrictions on future nuclear use in Arizona, Montana, Oregon, Ohio, Washington and Colorado.

Passage of these issues only would have added t'o the severity of the energy crf.sis.

Here in the Sunshine State, the crisis is even more pronounced.

Imported fossil fuels comprise the majority of Florida's energy for transportation and electrical generation.

This dependence is aggravated further by nearly total lack of geothermal or hydroelectric energy sources.

And the technology to allow full use of solar power is many years in the future.

As utilities seek the only intelligent alternative low cost nuclear-generated electricityefforts are thwarted by over-regulation and red tape.

This waste of money, resources and precious time is deplorable.

The attached sdgnatnres are testimony to the fact that florida needs

~ener and energy means ~obs for Floridians.

The fourteen thousand (14,000) people who signed the attached statements are going on record to support construction of the St. Lucie Unit 82 nuclear power station.

We believe it is unfortunate that a handful of well-meaning but misguided individuals can stop plant con-structionwhich does nothing but contribute to already high levels of unemploy-ment and higher costs of electricity over the long run.

We urge the adoption of a coordinated national energy policy to set prior-ities, cut waste and prepare for the future.

We strongly support the use of nuclear power as..a.substitut'.e tfor energy produced now by using nationally-hazardous imported fuels.

Our nation is growing critically dependent on foreign oil, which will only threaten national security and lead to an undesirable balance of international payments.'t.

Lucie and other nuclear units throughout the nation must be built to protect our country's energy future.

Construction of these needed plants will bring thousands of jobs 'to benefit skilled craftsmen, supervisory personnel, local businesses and millions of American families everywhere.

Rowdcn, Chairman Nuclear Regulatory Commission NlKREAS thc NRC was remiss in their duties by not requiring Florida Power

& Light Company to consider alternate sites d'or St. Lucia Unit d2 in thc hearings conducted in Junc,

1975, and NNEREAS the NRC subsequently rcquircd these hearings bc held on September 8,

& 10,

1976, and NNEREAS the NRC has cancelled those hearing dates and has now established new
dates, Dcccmbcr 1>2, and 3, and NNEREAS the Federal Courts on October 22, 1976 have issued an in5unction halting all work on Unit 82 pending the outcome of these hearings thus forcing hundreds of workers to become unemployed in an area already besicgcd by the highest unemployment rate in the state.

ME, the undersigned, residents of South Florida do hereby petition the NRC to expedite these hearings and to issue the Construction Permit at the earliest possible date in December of 1976.
