A substantial number of Florida Power 6 Light Company-employees, mem-bers of the'IBEW, struck our Company at midnight October 31st.

We wish to advise you that. we will continue 'to do the best job possible to provide electric service in order to meet our responsibilities to our customers.

The contract package FPL offered the Union included several measures designed to bring about efficiencies which will help reduce operating costs without sacrifi:cing service or safety.

One of.the major issues is voluntary gloving of 7.6 kv lines. It should be emphasized that our proposal calls for voluntary gloving on an indi-vidual basis only from aerial baskets or insulated platforms.

Our sur-veys of other companies with this procedure reveals they experience'ewer employee line contact accidents than we at FPL.

We know that this gloving technique is safer for the workmen and wil3 'enable our crews to restore service quicker, thereby contributing to our goal of lower operating costs through greater efficiency.

Incidentally, all but two major electric utilities in the Southeast, FPL and one other, glove this

voltage, as do many contractors working on our system.

FPL has made wha't it believes's one of the finest offers in the entire electric utility industry.

We are proposin'g an overa'll package of wage and fringe benefits totaling 7.75 percent.

Information available to us indicates that the average settlement in the utility industry has been about seven percent.

It is difficult to understand why such a package would be refused.

We deplore the prospect of a strike.

In any event, it is our most sincere wish that a settlement be achieved without unnecessary hardships and'nconvenience to the public.

Our customers'nterests are paramount and should not.be permitted to suffer because of the failure of the Company and Union to agree.
