On September 25, 1996, Public Service Electric and Gas (PSE&G) submitted a request for change to the Salem Unit 1 and 2 Technical Specifications (TS). The proposed changes to the TS Specification 3/4.8.1, "Electrical Power Systems," revise the Emergency Diesel Generator (EOG) voltage and frequency limits as a result of updated EOG load calculations and eliminate ambiguity in the testing methodology for EOG start timing.
In the September 25, 1996, request for*chang~Jo the TS, PSE&G requested that the amendment be made effective on the date of issuance, but allow an implementation period of sixty days. Due to the current high level of activities associated with the restart of Salem Unit 1 and the unplanned outage for Salem Unit 2, PSE&G is requesting that the NRC allow for an implementation period of 90 days to provide for sufficient time to complete the associated adi:ri!i\\l(strative activities associated with implementation of the amendment. Implementation of this TS amendment will require the revision of numerous operations procedures associated with the testing of the EDGs. The longer implementation period will allow PSE&G to effectively integrate the procedure revisions needed to implement this TS change with the activities necessary to support the successful restart and power ascension program for Salem Unit 1. As noted during the Salem Unit 2 restart effort, a clear focus*on restart activities is essential to ensure that the restart of Salem Unit 1 is eventless. Extension of the r----qao32~~-~;--------\\
