SUBJECT:

ISSUANCE OF THE MANDATORY HEARING DECISION AND

SUMMARY

RECORD OF DECISION FOR THE COMBINED LICENSE APPLICATION REVIEW FOR TURKEY POINT UNITS 6 AND 7

Dear Mr. Militscher:

The U.S. Nuclear Regulatory Commission (NRC or Commission) has issued combined licenses (COL), NPF-104 and 105 to Florida Power & Light Company. Under Section 2.106 of Title 10 of the Code of Federal Regulations (10 CFR), the NRC is providing notice of the issuance of COLs NPF-104 and 105 and, under 10 CFR 51.102(c), the Record of Decision (ROD).

The Commission conducted a mandatory hearing on the COL application on December 12, 2017. The Commission has also issued its Memorandum and Order documenting its final decision on the uncontested hearing held on December 12, 2017, which serves as the ROD in this proceeding. The NRC also prepared a document summarizing the ROD to accompany its action on the COL application that incorporates by reference materials contained in the final environmental impact statement. Enclosed for your information is a copy of the Order issued by the Commission to document its decision on the hearing and Summary ROD. This hearing decision, dated April 5, 2018, authorized the staff to issue the requested license. The COL and Summary ROD were issued on April 12, 2015. The COLs are effective immediately.

If you would like further information regarding the licensing decision, related documents such as documentation included in the COL package are available electronically at the NRC's Electronic Reading Room at http://www.nrc.gov/reading-rm/adams.html. From this website, persons can access the NRCs Agencywide Documents Access and Management System (ADAMS), which provides text and image files of NRC's public documents.
