If not at ENC, Contact Emergency News Center (ENC)
Manager (NETS X5300) about status of ENC activation.
Prior to activation of the ENC, report to the Salem Community Center and assume Company Spokesperson duties.

Periodically brief ENC staff on plant status.
Discuss with ENC Manager the need for continued operation of the ENC.

- 1.
Media briefings should be held at least once an hour and within 15 minutes of an event classification or other major event at the plant.
- 2.
Company Spokesperson should meet with ENC Manager, ENC Communications Supervisor, Lead Technical Advisor, Technical Advisors and Communications Supervisor to prepare responses to anticipated press questions, including an outline of normal plant operations and the current variance from the norm.
- 3.
The State and Federal Public Information Officers and the Health Physics (HP) Spokesperson should be briefed about the latest plant information before it is announced to the media.
- 4.
Visual aids needed for briefings should be identified and available before briefings begin.
The ENC A/V Support Coordinator should be consulted about the aesthetics of the visuals to use for each briefing.
Technical Advisors should be consulted for technical accuracy of the visuals for each briefing.
- 5.
Each briefing should begin with an introduction of the Company Spokesperson by the ENC Manager.
The ENC Manager should outline the following briefing rules before reading the latest information:
- a.
The Company Spokesperson shall lead off by reading the latest news bulletins and shall follow with a brief description of normal plant operation and the current variance from the norm.
- b.
Following the prepared statement the Company Spokesperson shall open the floor for questions for a specified amount of time.
Each reporter should identify him/herself and his/her**
news organization before asking any questions and is limited to one follow-up questions.
- 6.
Each briefing should end with an announced time for the next briefing and the following information:

- a.
After each briefing, a Technical Advisor and the HP Spokes-person should be on the briefing floor to answer any general questions the media might have.
The Technical Advisors and the HP Spokesperson are NOT available for ONE-ON-ONE inter-views.
But they can give information on the plant, photos, video clips, and graphics of the affected unit.
The HP Spokesperson is also available for general questions about the health effects of radiation.
- 7.
In the event of a severe accident, when Protective Actions (PA's) are made by the State(s), the briefing should lead off with a very brief synopsis (1 minute) of plant information.
Then the podium should be turned over to the Spokesperson(s) from the State(s) so they can brief the media on the PA's.
- 8.
Questions that can't be answered by the Company Spokesperson should be noted by the Media Technical Advisor assigned that responsibility by the ENC Manager and should be answered before the next question and answer period.
- 9.
Each briefing should be video taped for company records.
- 10.
When onsite workers are injured during an emergency, do not release their name(s) until their families have been notified.
If injured personnel have been taken to a local hospital, you may name the facility.
- 11.
When a radiation release occurs at the affected unit, give projected doses in millirem or rem units and equate the levels to radiation information statistics quoted in the press kits.
The HP Spokesperson may provide more information on the health effects of radiation.
- 12.
Never speculate on consequences of the accident; just give the facts of the accident.
DO NOT compare this accident to Three Mile Island or to Chernobyl.
- 13.
If misleading information is picked up by the Media Monitor, Rumor Control Coordinator, or Media Information Line Operators, correct the information during the next briefing if possible.
If the misleading information is being reported by several media outlets, call a special briefing to correct it.

3.2.12 Supervise and direct activities of the ENC Communications Supervisor and ENC Operations Supervisor.

3.2.14 Keep ENC staff informed of briefing content and status of event.
3.2.15 Check media visitor list at front desk to determine extent of media interest.
3.2.16 Confer with ENC Communications Supervisor to assess need for special media attention, such as media tours of affected unit.
3.2.17 Determine need for continued operation of ENC.
3.3 Evacuation of ENC/Activation of Back-up Emergency News Center:
3.3.1 The ENC Manager shall brief the following staff members using EPIP 806 for evacuation of the ENC and activation of the Backup ENC.
Company Spokesperson Public Information Liaison ENC Operations Supervisor ENC Communications Supervisor Lead Technical Advisor 3.4 Shift Change:
3.4.1 3.4.2 Coordinate shift relief callout with the Administrative Support Manager in the EOF.
When a shift change is required, the ENC Manager shall hold a meeting with both the outgoing and the incoming ENC Communications Supervisor and ENC Operations Supervisor.
Each outgoing Supervisor will meet with his/her shift replacement and review the significant events of the emergency as recorded in the log books.

Assign a Second Communications Technical Advisor to assist the Company Spokesperson on the floor during all press briefings.
Monitor Emergency Response Manager Meetings at the EOF via speaker phone.
Keep notes in log book.
Keep Company Spokesperson, Communications Technical Advisors and Communications Supervisor informed of event.
Assist Company Spokesperson in preparing for briefings.

ATTACHMENT 1 MEDIA TECHNICAL ADVISOR (MTA) CHECKLIST NOTE EPIP 803 Pg. 4 of 10 The Media Technical Advisor shall work under the direction of the Lead Technical Advisor.

After set-up, report to the Lead Technical Advisor MTA and initiate/maintain a chronological log of key events/activities.

Post activation of facility:

If you MTA have to leave the desk for any reason, find a qualified substitute to cover it for you.

Initials Assign clerical staff to the ENC Manager and the Company OS Spokesperson to provide typing, copying, and telecopier support as directed.
Assign additional clerical staff to the ENC Manager to act OS as messengers between ENC work room (PSE&G/Agency rooms and media work area).
Direct clerical staff to set up separate sign-in/badging table OS exclusively for news media representatives and other visitors in the Community Center reception area.

Follow badging instructions listed below:

Notify all ENC personnel, federal, state, local officials, and the media of the evacuation of the ENC to the Back-up ENC and coordinate the exact time of departure, provide directions and supply maps (see of this procedure) to ENC personnel and the media.

Instruct the ENC Operations Supervisor to request logistical support from EOF Administrative Support Manager for transport of all materials and equipment listed in the ENC Inventory (see Attachment 2 of this procedure) to the Back-up ENC.
Request should include vehicles to transport all ENC equipment and helicopter transportation, if available, for Company Spokesperson, Lead Tech Advisor, and other key personnel.
Ensure all ENC personnel assist in packing their work station for transport to the Back-up ENC.
Individuals shall unplug and dismantle equipment as much as possible.
Notify the Public Information Liaison (PIL) in the EOF on NETS 5010, ESSX 7517 or DID 3889 that an ENC evacuation is in progress and that the Backup ENC Transfer Switch will need to be activated.

At the Back-up ENC, set up work area (see ) and establish phone contact with the EOF.
ENC Operations Supervisor:
- a.
Post directions to the Back-up ENC inside glass door at the ENC entrance before evacuating the building.
- b.
Request logistical support from the EOF Administrative Support Manager for transport of all materials and equipment listed in the ENC inventory (see Attachment 2).
Request vehicle for transporting equipment and helicopter transportation, if available, for Company Spokesperson, Lead Tech Advisor, and other key personnel.

Notify operations Supervisor on next shift, and any other ENC personnel indicated by ENC Manager, to report to Back-up ENC.

Ensure that security of ENC is maintained during the evacuation and locked upon departure.

Evacuate to Back-up ENC and set up area upon arrival in accordance with Attachment 3.

Notify Corporate Communications of evacuation and set up system for communication via car phone, answering machine or call forward.

Notify NJ State Police assigned to ENC and Moorestown Police Department of evacuation and request patrolman be assigned to entrance and parking area at the Camden Transmission and Distribution Center.
- d.
Assign one writer to back-up ENC and the other. to EOF.
Notify a writer from next shift to report to back-up ENC.
- e.
Evacuate to the back-up ENC.
- f.
Upon arrival at the Back-up ENC, set up work areas, IAW Attachment 3, re-establish contacts, and resume ENC duties.

Lead Technical Advisor:
- a.
Direct Media/Communications Technical Advisors to pack logs and resource information for transport to the Back-up ENC.

Direct Media/Communications to evacuate to the Back-up ENC.

Notify the PIL that evacuation is necessary and that you will establish contact via car phone.
- d.
Accompany the Company Spokesperson to the Back-up ENC and maintain contact with the EOF during transport.
- e.
Upon arrival at the Back-up ENC, contact the EOF.
- f.
Set up work area IAW Attachment 3, and resume ENC duties.

Rumor Control Coordinator:

Contact the Rumor Control Center Supervisor and alert him/her about the evacuation. Indicate that there will be a delay before the next news bulletin is issued.
- b.
Instruct Rumor Control Center Supervisor to inform the Southern Inquiry Center (SIC) staff and the Northern Inquiry Center Staff (NIC) staff that evacuation is in progress at the ENC and that it will cause a delay in the flow of information.
Direct SIC/NIC Staff to continue to provide the information they already have to callers.
