4.0 Bnvironmental Conditions 4.l tJnuaual or Important Environmental Events Any occurrence of an unusual or important event that indicates or could result in significant environmental impact causally related to plant operation shall be recorded and reported to the NRC within 24 hours followed by a written report per Subsection 5.4.2. The following are examples: excessive bird impaction events; onsite plant or animal disease outbreaks; mortality or unusual occurrence of any species protected by the Bndangered Species Act of l973; fish kills or impingement events on the intake screens; increase in nuisance organisms or conditions; unanticipated or emergency discharge of waste water or chemical substances. No routine monitoring programs are required to implement this condition. 4.2 Environmental Monitoring 4.2.1 Aquatic Monitoring The certification* and pe:z:mits required under the Clean Water Act provide mechanisma for protecting water quality and, indirectly, aquatic biota. The NRC will rely on the decision* made by the'State of New Jeraey under the authority of the Clean Water Act and, in the caae of aea turtle* and shortnose sturgeon, deciaiona made by the National Marine Fiaheriea Service (NMFS) under the authority of the Endangered Species Act, for any requirements pertaining to aquatic monitoring. In accordance with Section 7(a) of the Bndangered Species Act, on May 14, 1993, th* National Marine Fiaheriea Service iasued a Section 7 Consultation Biological Opinion related to the operation of Salem Unit l and 2 Generating Station*. Thi* Section 7 Conaultation entitled, "Reinitiation of a consultation in accordance with Section 7(a) of the Bndangered Species Act regarding continued operation of the Salem and H~~ Creek Nuclear Generating Station* on th* eaatern shore of the Delaware River in New Jersey," concluded ~hat "... continu*d operation i* not likely to jeopardise th* continued exis.tence of liated mpeciea. " In accordance with' Attachm~nt 1, Inciciental Tait* Statement, to this Biologlcal "Opiniaa. 8Dd all 8UDaequent amendments a* may be approved by the National Marine f'iah*ri** Service*, PSB&G shall; (1) In.pe~ the Salem Station circulating water intake trash bars at least one* every two hour* from June 1 through October 15. The*e inspectlons should be documented. (2) Clean the Salem Station circulating water traah bar* once per day from June 1 through October 15. These cleaning* should be documented. (3) If a lethal incidental take of an endangered or threatened species occurs becween June 1 through September 30, that is directly attributable to the pi.at intake structure, monitoring of the Salem CWS intake structure must be caaducted hourly (rather than every 2 hours). Two hour monitoring may be ree*tablished tran October l through Octcber 15, however, if a lethal take *occurs, monitoring 11l1.l&t be again conducted hourly. (4) Make use of dip nets and other equipment whenever po~e;hie to remove smaller sea turtle* tran intake water tra*h rack* to r~'!t~ce trauma caused by the existing cleaning mechaniam. 0** supplemental lighting during night inspection* to a**ist noting aea turtle* at the circulating water intake, impinged on the trash rack*. (5) Implement the sea turtle re*u*citation procedure* for c~~tose turtles described in Appendix I of the Section 7 Biological Opi:aion.
