Dear Mr. Lochbaum:
August 6, 1997 I am responding to your facsimile to Mr. L. Joseph Callan, Executive Director for Operations, dated August 1, 1997, as well as your letter to Mr. Callan dated August 5, 1'997. In your facsimile you raised concerns regarding fire barrier penetration seals at Salem Unit 2 and requested a meeting to discuss these concerns. The enclosure to your letter of August 5, 1997, contained the questions that you made reference to in your facsimile. In addition, you had conversations on these matters with Mr. Callan on August 1, 1997, Mr. William H. Ruland of Region I on August 5, 1997, and Mr. Hubert J. Miller and myself, today.
The staff notes and agrees with the statement in your letter of August 5, 1997, that your questions and concerns need not be resolved by the staff prior to restart of Salem Unit 2.
However, your concerns regarding fire barrier penetration seals warrant appropriate staff attention. These concerns appear to be generic in nature, focusing on technical adequacy and the regulatory licensing basis. As we discussed during today's phone call, fire protection is an important element in overall reactor safety, and it is mutually beneficial to arrange a meeting to discuss the questions raised in your August 5, 1997, letter.
A member of my staff will be contacting you in the near future to set up an acceptable time and date for a public meeting.
