' Company E. C. Simpson Public Service Electric and Gas Company P.O. Box 236, Hancocks Bridge, NJ 08038 609-339-1700 Senior Vice President - Nuclear Engineering JUL 2 2 1997 LR-N97467 U. S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 FIRE PENETRATION SEALS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Gentlemen:

Pursuant to the telephone conversation of July 21, 1997, Public Service Electric and Gas (PSE&G) is providing additional information on the penetration seal program at the Salem Generating Station, Unit 1 and Unit 2.

A programmatic standard, issued in 1993, established guidelines used by the Salem Penetration Seal program to install, modify, maintain, and surveil penetration seals at Salem Generating Station.

This standard addresses comprehensive requirements designed to maintain the penetration seal program by providing a systematic approach to the penetration seal design.

The current Salem work control process requires a review by engineering if a design change installs or modifies an existing penetration seal.

This review ensures materials used for penetration fire seals are installed in accordance with the design requirements, and modifications to a penetration do not adversely impact the ability of the seal to perform its design function.

Further, the Salem Fire Protection Program identifies compensatory measures to be implemented if a penetration seal is found to be degraded, and the surveillance requirements to verify continued operability of the barrier.
