SUBJECT: COMBINED INSPECTION REPORT NOS. 50-272/97-04 AND 50-311 /97-04
Dear Mr. Eliason:
On February 28, 1997, the NRC completed a safety inspection of your Salem 1 and 2
nuclear facility. The enclosed report presents the results of that inspection.

The inspection found excellent performance on the part of operations department personne1
during conduct of startup testing activities.
We found additional examples, during this inspection, of post-modification test procedure
inadequacies. These problems were identified in procedures issued after your corrective
actions for the deficiencies we identified in Control Room Ventilation testing in
December 1 996. Since the feedwater test procedures are nonsafety-related, enforcement
is not appropriate for the latest inadequacies. We are, however, considering these to be
additional examples of inadequate engineering performance. We note that these
deficiencies were also identified by your Test Review Board and Nuclear Safety Review
Board, who have directed actions be taken to correct th_e problems. These actions by the
Test Review Board and Nuclear Safety Review Board provide a basis for us to conclude
that your test program will remain adequate to demonstrate the plant meets its design
bases.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room.
