Public Service Electric & Gas (PSE&G) requested an exemption from 10CFR55.59(a) (2) for the operators listed in the request.
Following a review of the circumstances of the request, PSE&G hereby formally withdraws this request.
The operators listed in the January 6, 1997 letter are in Group 3 and currently enrolled in a Restart Training Progam, that is intended to satisfy their 1996 requalification requirements.
This Restart Training Program was developed and implemented based on the new elevated standards and expectations for operators.
The Group 3 Operators are scheduled to complete their Restart Training Program in May *1997.
The Restart Training Program that the Group 3 Operators are currently completing was developed and implemented to improve operator performance.
Two previous groups of operators have completed the program.
As a result of feedback and assessment of the operators in Group 1, additional training time was added to the original schedule for the Restart Training program.
This additional training time~ further enhancements developed after Group 2 completed the program, and activities in support of the Salem restart, extended the original Group 3 completion of the Restart Training Program beyond the end.of 1996.
Therefore, the Group 3 operators did not complete an operating examination in 1996.
As part of their Restart Training Program, the operators must take and pass a comprehensive written examination and a comprehensive operating examination.

While the Group 3 operators are completing the Restart Training Program, these operators will continue to support Salem Restart activities; however, they will not perform licensed duties for either Salem Units 1 or 2.
Upon successful completion of the Restart Training Program including the comprehensive written and operational examinations the operators will have satisfied their 1996 requalification requirements.
The Group 3 operators will begin their next requalification cycle (e.g., 1997) upon completion of the Restart Training Program.
Prior to returning to licensed duties, the Group 3 operators will also complete a minimum of 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of shift functions under the direction of an operator or senior operator as appropriate, including a complete tour of the plant and all required shift turnover procedures.
Only after completing the Restart Training Program (e.g., the 1996 requalification requirements) annual operating examination, a comprehensive written examination, and the minimum 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of shift function under the direction of another operator will the Group 3 operators be allowed to perform licensed duties for Salem Unit 1 or Unit 2.
PSE&G understands that these operators have not met a condition of their license, in that they have not completed an annual operating examination; however, PSE&G believes it is appropriate for these operators to maintain their licenses because they are not performing licensed duties, they are enrolled in the Restart Training Program, they will be required to pass comprehensive examinations, and they will perform 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of directed operations, prior to resuming licensed duties.
