Executive Directo(Jtor Operations SALEM UNIT 2 CORE RELOAD The purpose of this memorandum is to inform the Commission of Public Service Electric &
Gas (PSE&G's) intention to begin reload of Salem Unit 2 as early as Monday, December 9, 1996. The NRC staff is continuing the reviews and inspections of those issues important to core reload and has no inspection or licensing matters at this time that would preclude safe reload. The Resident Inspection Staff will closely monitor reload activities in accordance with the applicable inspection procedures.
Unit 2 was shut down on June 7, 1995, due to inoperable trains of the Residual Heat Removal System. As a result of continued performance deficiencies, weak management oversight, ineffective corrective actions, and the June 7, 1995, shutdown, a Confirmatory Action Letter (CAL) was issued on June 9, 1995, which delineates licensee commitments which must be satisfied prior to restart. The CAL also specifies that the licensee gain the Regional Administrator's agreement that the Unit is sufficiently prepared to restart (criticality).
The staff continues to review matters related to restart of Unit 2. This includes, for example, inspections verifying the completeness of PSE&G's design and licensing basis reviews and testing programs. The staff has used a Salem Assessment Panel (SAP) to monitor the licensee's restart effort in accordance with NRC Manual Chapter 0350, "Staff Guidelines for Restart Approval." The staff plans to further advise the Commission in the near future on the principal issues and processes used by both the licensee and the NRC to determine the acceptability of Salem Unit 2 for restart. Restart, or Mode 2 criticality, of Unit 2 is scheduled for February 6, 1997.
