By letter LR-N96285, dated October 1, 1996, Public Service Electric & Gas Company (PSE&G) submitted a request to amend Technical Specification (TS) 3/4.7.1.5 pertaining to Salem Generating Station's Main Steamline Isolation Valves (MSIVs)
This letter provides a supplement to that request.
609-339-5700 The requested change to the MSIV TS revises the surveillance requirement to exclude the provisions of Specification 4.0.4 and addresses actions taken should a MSIV be inoperable while operating in Modes 1-3.
In the submittal, PSE&G requested that the TS actions for operation in Mode 1 be revised to allow the plant to proceed to Mode 2 within six hours if an inoperable MSIV cannot be restored to operable within four hours.
This would allow sufficient time for operators to place the plant in a safe condition to close the valve.
If the valve is unable to be closed while in Mode 2, the plant shutdown would continue to Mode 4 within twelve hours as required by the current TS.
PSE&G has amended the proposed TS wording, (refer to the attached TS pages), to include an additional action to perform a weekly check of the closed valve(s) and also to separate the twelve hours for achieving Hot Shutdown into two intervals: six hours to transition to Mode 3, Hot Standby, and an additional six hours to transition to Mode 4.
These changes are proposed to provide
