CHANGE TO COMMITMENT FOR PLANNED MAINTENANCE ON THE EMERGENCY CONTROL AIR COMPRESSORS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 609-339-5700 In letter NLR-N92053 dated April 28, 1996, Public Service Electric and Gas (PSE&G) committed to following items to provide additional assurance of control air availability:
No planned maintenance will be performed on one Emergency Control Air Compressor (ECAC) while the opposite unit ECAC is unavailable, and The commitment was made in response to the Nuclear Regulatory Commission's letter dated January 21, 1992, which stated that:
"The licensee has proposed to use the opposite (non-fire-affected) unit's emergency control air compressor in the event of a fire.
However, the license has not proposed to adopt technical specifications to assure that this capability will be available.
The spe~ific concern is that if the opposite unit is in an outage, the emergency control air compressor may not be available."
This letter is to inform the NRC that PSE&G is revising the above commitment in accordance with the Nuclear Energy Institute (NEI),
"Guideline for Managing NRC Commitments."
The revised commitment reads as follows:
With either Salem Unit 1 or 2 in modes 1 through 6, no planned maintenance will be performed on one Emergency Control Air Compressor (ECAC). while the opposite unit ECAC is unavailable.
