DAILY HIGHLIGHT Docket No. 50-311 On August 7, 1996, Public Service Electric & Gas Company (PSE&G) notified the NRC by telephone that Salem, Unit 2, was not meeting License Condition 2.C.(24)(a) which states, "Shift Manning (Section 22.2. I.A.1.3)

PSE&G shall establish regularly scheduled eight-hour shifts without reliance on routine use of overtime by June 3, 1981."

In 1992, Salem 2 went from eight-hour shifts to twelve-hour shifts without requesting a license amendment.

PSE&G was not planning to immediately report this event because they felt it did not meet the criteria in 10CFR50.72.

On August 8, 1996, the NRC told PSE&G that the event was reportable as required by the Salem 2 License Condition 2.1 which states, "PSE&G shall report any violations of the requirements contained in Section 2, Items C.(3) through C.(25), E.. F.. (sic) and G of this license within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by telephone and confirmed by telegram, mailgram, or facsimile transmission to the Director of the Regional Office, or his designee, no later than the first working day following the violation, with a written-followup (sic) report within 14 days." Thus, later on August 8, 1996, the PSE&G reported the event (Event Number 30848).

PDR PSE&G is currently still working twelve-hour shifts and *is planning to request a license amendment to allow the twelve-hour shifts.

PSE&G is exploring the possibility of going to eight-hour shifts until the license amendment is issued.
