REVISED RESPONSE TO NRC NOTICE OF VIOLATION INSPECTION REPORT 50-272/96-01, 50'-311/96-01 SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 In l_etter dated April 25, 1996, (LR-N96105) Public Service Electric and Gas (PSE&G) committed to revise procedure NC.NA-AP. ZZ-0009 (NAP-9), Work Control Process.

Specifically, PSE&G committed to the following long term corrective actions:

I.

Violation A example No. 3 stated:

1.

NAP-9 will be revised to define scope changes and provide more detailed direction to field supervision regarding change in scope.

This revision will be complete by July 31, 1996.

II.

Violation C example No. 2 stated:

Procedure NC.NA-AP.ZZ-0009, Work Control Process,

{NAP-9) will be revised by July 31, 1996.

The revision will include the following requirements:

a.

For the job supervisor:

1.

Verify that a risk assessment has been completed before a job begins.

2.

Conduct prejob/preshift briefings when special training or safety requirements are needed for activities involving hazardo~s materials or critical/complex processes.

3.

Limit/reassign work activities involving hazardous materials or critical/complex processes to personnel who have received appropriate training.

Ensure that jobs with hazardous materials or critical/complex processes contain appropriate training/procedures.

2.

Perform a risk assessment before the job begins.

PSE&G is currently evaluating alternate plans to improve the overall work management process.

In accordance with PSE&G's commitment management program and the Nuclear Energy Institute guidelines for managing commitments, PSE&G is hereby notifying the NRC that PSE&G is modifying the commitment completion date from July 31, 1996 to prior to unit 2 restart.

Additionally, PSE&G will notify the NRC of the results of the work management process evaluation by August 31, 1996.
