REVISION TO COMMITMENTS REGARDING UNITIZATION SALEM GENERATING STATIONS UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 According to Public Service Electric and Gas (PSE&G) commitment management program and the Nuclear Energy Institute guidelines for managing commitments, PSE&G hereby notifies the NRC that PSE&G is revising its commitment to unitize the Salem units as stated in previous correspondence.
In letters dated May 13, 1994 and November 1, 1994, (our Ref. NLR-N94094 and NLR-N94194 respectively) PSE&G committed to establish separate Work Control Centers for each unit, and to provide dedicated personnel for each Salem unit in the Planning, Maintenance, and Operations organizations at the department group head level and below, thus unitizing the Salem units.
Subsequent to these commitments, significant changes within the PSE&G Nuclear Business Unit (NBU) no longer justify unitization.
As stated in the response to the Notice of Violation (NLR-N94194), by unitizing, PSE&G sought to improve the focus, create stronger leadership and improve ownership and accountability within the Salem station organizations.
Planning was unitized in May 1994, and Maintenance was unitized in September 1994.
The Operations Department was scheduled to be unitized by June 1996.
PSE&G is confident that the current management team, by implementing the Restart Action Plan, will accomplish the goals of unitization without the necessity of separating the staffs of Salem Units 1 and 2.
Integral to the Restart Plan are nine performance-based action plans for achieving and maintaining needed improvements in specific functional areas; however, unitization is not one of the action plans, nor is it discussed in any of the action plans.
